189,000 RECORDS FLAGGED.

CMS IDENTIFIED COVERAGE OVERLAPS. HOW ACCURATE IS YOUR COVERAGE DATA?

FINDING COVERAGE ISN'T THE SAME AS GETTING IT RIGHT.

Finding multiple active insurance policies does not automatically establish payer primacy or billable coverage. The article argues that identity validation, eligibility verification, insurance discovery and available coordination-of-benefits indicators help providers investigate conflicting information and determine next steps.

CMS just identified approximately 189,000 federal Marketplace enrollment records involving people who also appeared to have Medicare, Medicaid, or CHIP coverage, or who were identified as deceased.

189,000. Let that sink in.

On October 14, 2026, CMS announced action to address these records, including a 30-day opportunity for affected individuals flagged for overlapping coverage to dispute the findings before Marketplace subsidies are terminated.

To be clear, this does not mean 189,000 people were improperly insured. The findings involve different categories of enrollment records that CMS has flagged for action.

So What Changes?

For affected Marketplace enrollees, the immediate issue is potential loss of federal premium subsidies if overlapping coverage findings are not successfully disputed.

For healthcare providers, the implications go beyond subsidy administration.

A patient can have multiple insurance records. Coverage can change. A policy can appear active without establishing whether it is the appropriate payer for a particular service. And a successful eligibility response doesn't automatically answer every billing question.

Finding insurance is one thing. Knowing what to do with it is another.

The Revenue Cycle Problem Nobody Should Ignore

Imagine finding three active insurance policies for one patient. Great. You found coverage.

  • Now which one pays first?

  • Does each policy apply to the date of service?

  • Are there COB indicators available?

  • Does anything require further verification?

If your technology just hands you three policies and calls it a successful discovery, your billing team may still have a problem to solve.

More data doesn't automatically mean better answers.

Where tevixMD Comes In

At tevixMD, we've spent years building Intelligent Verification around the complexities of healthcare coverage. Our technology combines identity validation, eligibility verification, insurance discovery, and available coordination-of-benefits indicators to help organizations investigate missing or conflicting information.

We understand that discovering multiple policies doesn't automatically establish payer primacy. Sometimes additional verification is necessary.

That's not a limitation we're interested in hiding behind fine print. It's the reality of healthcare data, and it's why intelligent workflows matter.

The Bottom Line

CMS just put a spotlight on 189,000 enrollment records requiring attention. Healthcare organizations should be asking what their own verification processes reveal when coverage overlaps, changes, or doesn't match what's on file.

Because an ACTIVE response is not always the final answer, and DISCOVERED coverage isn't automatically BILLABLE coverage.

At tevixMD, we believe the goal isn't to return the most records. It's to deliver the information that helps providers know what to do next.

tevixMD | Intelligent Verification. Discovery is valuable. Clarity is better.

Why it matters

Active Isn't Final

A policy can appear active without establishing whether it is the appropriate payer for a particular service.

Discovery Isn't Primacy

Discovering multiple policies doesn't automatically establish payer primacy, and sometimes additional verification is necessary.

Clarity Guides Action

The goal isn't to return the most records, but to deliver information that helps providers know what to do next.

Common gaps

  • Multiple policies without established payer primacy
  • Date-of-service applicability left unresolved
  • Missing or conflicting coverage information
  • Coverage that doesn't match what's on file
  • Eligibility responses that leave billing questions unanswered
